August 3, 2011 The Town of Pines Town Council held a Additional Appropriation hearing at 6:00 p.m. The Town of Pines Town Council voted 2-0 to approve the additional appropriation Ordinance Number 2011-8-3. George was absent from this meeting and will review the Ordinance to sign at the regular meeting at 6:30 p.m. Sandra will send all the paper work to the Department of Local Government Finance for their review and where needed their approval.
August 3, 2011 The regular meeting of the Town of Pines Town Council was called to order at 6:30p.m.
Cathi Murray led us in the Pledge of Allegiance to the Flag. In attendance were: Cathi Murray, George Adey, Vicki Kuzio, Sandra Hall, Alan Murray.
George made a motion to accept the July minutes and Vicki seconded the motion and the motion was voted on and passed 3-0.
Clerk-Treasurer The budget hearing will be September 7, 2011 and the budget adoption will be held on October 5, 2011 both will be at 6:00 p.m. here at the Town of Pines Town Hall.
Building and Zoning Administrator Alan issued Three (3) Building permits this month. Concerns over the Pumps on 12 Building looking shabby and being broken into again were taken to the bank that owns the building and their reply was that they were not going to do anything about it. Cathi then called our Town Attorney and he advised us that we have a couple of options. 1. Send the original owners a nuisance letter requiring them to clean it up or there will be a lien placed on the property. 2. Call the bank again and notify them of our intent to place a lien on the property if we have to clean it up. George made a motion to send a letter and put a legal notice in the paper if Mr. Lukmann advises to the original home owners giving them 30 days to clean up the property or we will clean it up and place a lien on the property. Vicki seconded the motion and the motion passed 3-0. Alan will send the letter. The property at 1523 Maine has not been worked on in some time. Alan notified one of the siblings and he said that he will get a dumpster as the money comes in, but the Alan says there are things that he could do that would not require a dumpster. (E.g. mowing the grass) Alan will invite him to the next meeting to discuss his plans.
Alan has heard nothing from the FEMA. Alan called the EPA about the culvert on Ardendale Avenue and he will keep us posted on any progress in the matter. Alan went to the GIS website and looked up the property on Delaware and they have dog houses built on the alley way. George made a motion to table until next meeting and Vicki seconded the motion and the motion was voted on and passed 3-0. The owners of the property at 1589 Maine have had the gas, water, and electric turned off and they have been renting it out. The tenants have called because they have paid their rent, but all these things have been shut off while they are living there. The health department has been called because there are sewer problems. The tenants have been advised to move out. This property was turned into Three (3) apartments without a building permit or any kind of permission.
Alan met two times with the Architect and Hamstra Builders, Inc. They will have another meeting on Tuesday, August 9, 2011. Things are being finished up. There is a list of minor things that need to be finished up and they are working on these things. Alan needs to know what the Council wants on the Town sign. Town of Pines Whitey Wardean Hall was suggested.
Also, Jerry from RJ Imports donated old paper advertising lots in the Town of Pines . We will proudly hang this up in our new Town Hall Building .
Street Department Nipsco said that the light on Railroad Ave would be fixed by the end of August. Jakab Falatovics gave us a bid on weeding, cleaning out and clearing trees at the ditch across from the Pines Church . This ditch is not flowing. The estimate was for $1,400.00. George made a motion to have Jakab Falatovics’ company to do this work and not to exceed $1,500.00. Vicki seconded the motion and the motion was voted on and passed 3-0. Hickory Street is giving way on the sides and Dan will be having the guys to patch those areas. Jakab Falatovics submitted a bid for 450’ of the roadway on Railroad Ave. This is for chip and seal material and this would solve the problems that we have had reoccurring on Railroad Ave and the mail delivery problems. The bid was for $5,500.00. Cathi handed the gavel to George the Vice-President and then made a motion to go ahead with Jakab Falatovics fixing Railroad Ave and that they cost was not to exceed $6,000.00 and to begin the work as soon as possible. Vicki seconded the motion and the motion was voted on and passed 3-0. Vicki has looked in to cameras for Railroad Ave where people are dumping and George felt that we should buy the cameras that actually take pictures of people dumping and their license plates. If they are $500.00 or less then Dan may purchase them without the approval of the Council.
Old Business Vicki checked on the complaints about too many cats in the trailer park on Hwy 12. People living throughout the trailer park have been feeding the cats and they do not mind them being there. Also, Vicki only saw about 8 cats. Therefore, the Council sees no problems with the cats in the trailer park. Cathi received a letter from Mr. Gerometta asking that the Town Council please consider paying a little more for his services since he had to do some extra research in various areas. The Council decided to table the request until the building is completely finished. Mrs. Alice Ahern is still experiencing problems with flooding in her home. She says that this started after the Town received municipal water. The Town has hired SEH to help us with a comprehensive plan and part of that plan is to deal with the flooding situation in the Town.
Cathi spoke with Beverly Shores about police protection. She has asked her fellow Council members what they have in mind regarding hiring Beverly Shores Police to help patrol within the Town of Pines ? They felt that the Town cannot afford to half the expenses with Beverly Shores . Cathi will look into a contract for them to just pass through the Town in the evenings, but not at the same time every evening. Senator Karen Tallian is working on the flooding issue in the Town and we need every one that is having flooding problems to write to her and send her any documentation that you have regarding your flooding.
New Business We are honored to have a hero living within the Town of Pines . This past week Johnny Morton a veteran of the War in Iraq was given a Medal from the Mayor of Michigan City . Thank you Johnny Morton for your service to our Country and for helping to protect our Freedoms that we so enjoy here in the United States of America .
Doug Olson and AJ Monroe were present from SEH to go over what the next step in our comprehensive plan. He needs to know what the Town of Pines wants to focus on first. What are the top five priorities for the Town’s Plan. There will be a workshop on Wednesday, August 10, 2011 at 6:30 p.m. This workshop will help get a feel for what the top areas of concern will be and what our short term projects should be and where do we want to go for the future.
Sandra is to order new folding chairs for the Town Hall meeting room.
Public Comments Residents are concerned over Bar’s in Town and if the Town has things in place to keep unwanted businesses from moving in to our Town. Cathi replied by saying that this is some of the things that will be addressed in our Comprehensive Plan.
Also, some of the residents were asking about the weeds on Hwy 20 at the end of some of our streets. They are so high that it is hard to see to pull out onto Hwy 20. Vicki will call the state on this problem. There are piles of brush on Hickory and Walnut that have been there a long time and Vicki will check with Dan as to why these piles have not be picked up.
George made a motion to pay the Claims and Vicki seconded the motion and the motion was voted on and passed 3-0.
