July 6, 2011 The regular meeting of the Town of Pines Town Council was called to order at 6:30 p.m.
Cathi Murray led us in the Pledge to the Flag. In attendance were: Cathi Murray, George Adey, Vicki Kuzio, Alan Murray and Sandra Hall. George made a motion to accept the minutes of the June meetings and Vicki seconded the motion and the motion was passed 3-0.
George made a motion to change the order of business to allow Sheriff David Lain to speak before the regular business items. Vicki seconded the motion and the motion was voted on and passed 3-0.
Sheriff Lain Sheriff Lain presented Porter County ’s “Look out for Each Other” program to the Council and residents. This program just asks that each resident get to know their neighbors and be watchful for suspicious activities around their neighborhood and report it. Get your neighbor’s phone numbers including an emergency number and call then first and if they are not expecting anything or anyone then call the police. Sheriff Lain is willing to pay ½ of the cost of signs promoting this program in our area. (These signs would be posted at each end of our Town). Non-emergency number for the Porter County Police is 477-3000. Sheriff Dave Lain will check to see if the toll free number is still in service for the Town of Pines .
George made a motion to go with the Plan Commissions recommendation to accept SEH of Indiana’s Proposal for the Town of Pines Comprehensive Plan . The motion is with the fee not to exceed $35,000.00. Vicki seconded the motion and the motion was voted on and passed 3-0. Cathi will contact Beverly Shores about policing.
Public Comments George made another motion to change the order of business to allow the residents that attended, concerning the flooding in our Town due to the bad storms, to speak after Sheriff Lain. Vicki seconded the motion and the motion was voted on and passed 3-0.
First Cathi had the residents that were here for the flooding to sign their name, address and phone numbers. Then, several of them voiced their concerns over the flooding that took place over the weekend. This flooding has been an ongoing problem and the residents would like to know what the Town of Pines is doing to help solve the problem. The residents on the west side of Town feel that this problem started when dry wells were installed changing the way things drained. George announced that there would be a meeting on Thursday, July 14, 2011 at 6:00 pm here at the Town Hall. This meeting will be with State Senator Karen Tallian. If some of the officials cannot make this meeting then the meeting will be Monday, July 11, 2011 at 6:00 pm.
Secondly, Cathi explained that the Town of Pines will be hiring a firm to come up with a Comprehensive Plan for the Town of Pines and in this plan there will be a section on a Storm Drainage System. The residents were encouraged to attend the meetings and to make sure they are involved in the comprehensive plan process as well.
One resident had concerns about an over population of cats. She was advised to call the Porter County Animal Control.
Clerk-Treasurer Sandra presented the Town Council with Ordinance number 2011-6-1 an Ordinance to vacate a Public Alley way. George made a motion to approve the ordinance and Vicki seconded the motion and the motion was passed 3-0. Sandra then presented Ordinance number 2011-7-6 an Ordinance establishing an assets cost before being inventoried into capital assets account groups. George made a motion to accept this ordinance and Vicki seconded the motion and the motion was passed 3-0. Sandra announced that a public hearing on additional appropriations would be held on August 3, 2011 at 6:00 pm either here at the old Town Hall or if possible at the New Town Hall building. There will be a budget workshop on Wednesday, July 13, 2011 at 6:00 p.m. here at the Town Hall.
Building and Zoning Administrator Alan issued 2 permits this month. Mr. Bodine has filled two dumpsters on the Lewis property that was discussed at the last meeting. But there has been no more progress after the two dumpsters. Alan will keep the Town Council informed as to what is happening there. John Trent called and said that he was unhappy with the Dobkins property, but the Council has checked with Dobkins neighbors and they are satisfied. Since Mr. Trent lives in Texas the Council feels that we have done all that we need to do to satisfy the residents and that we are finished with this problem. Laura Knapple said that our Ordinance to join the National Flood Insurance Program is now being reviewed by the FEMA office and that we should know something in about 4-6 weeks.
Alan review the water installation blue prints for Ardendale around the culvert that is collapsing and he has determined that the work around that culvert was not done according to the suggestions on the blue print. Plus, no one came to the Town for a permit to put the water in. Alan will pursue this issue more and get back with the Council at the next meeting.
Alan had two meetings with Hamstra Builders, Inc. and representatives from Hamstra said that we will probably be in the New Town Hall by our August 3, 2011 meetings.
Alan noticed that there are logs right next to the road on Maine Street and that they need to be moved back away from the roadway.
Street Department Light still out on Railroad Ave and Vicki is not receiving a good response from Nipsco. George has talk to someone that works for Nipsco, but the light is still out. Vicki will look into actions that can be taken since we are paying for this light. Chipper is fixed, but the workers will not be picking up small sticks, because this is what is causing our machine to jam up. A resident is concerned over a tree on Walnut Street . Vicki will have Dan look into who owns the tree and if it is the Towns and if it is indeed a potential danger then Dan will take care of it. George was disappointed that the grass at the Pines Park was not mowed for a picnic that took place there on June 26, 2011. From now on Sandra will give Vicki the dates of when someone has rented the park and she will get one of the workers to mow it before that scheduled picnic.
Property at the corner of Delaware and Hwy 12 may be dumping sewer into the woods. The Council will look into it and possibly notify the Porter County Health Department.
There was a complaint about a house on Delaware Street with plies of junk lying out in front of their garage. The Council will not act on an anonymous complaint.
New Business George receive a call from Jan Nona wanting the Town of Pines to store the P.I.N.E.S. Group records. The Council will consider this and address it at the next meeting. She also, wanted the Council to be aware that Westchester Township is considering Pine Township for a compose site.
Alan will talk to Hamstra Builders, Inc. about what it would cost to have them put up a new pavilion with a concrete floor. He will also ask if it would be better to have the anchors concreted in or if it would be okay to drill for the anchors latter.
George made a motion to pay the June claims, Vicki seconded the motion and the motion was voted on and passed 3-0.
As there was no further business the meeting was adjourned at 9:15 pm.
